Defining STACK_BASE and MALLOC_BASE only makes sense when
either CONFIG_MEMORY_LAYOUT_DEFAULT or CONFIG_MEMORY_LAYOUT_FIXED
is set, so use separate #ifdefs instead ot #if/#else
