[PATCH 2/4] introduce pure_initcall

[Jean-Christophe PLAGNIOL-VILLARD]

A "pure" initcall has no dependencies on anything else, and purely
initializes variables that couldn't be statically initialized.

This only exists for built-in code, not for modules.
