Straight forward port of Synopsys Designware ethernet
driver from u-boot v2012.04.01.

v2:
- remove usleep() in timeout loops
- change rx and tx buffers to use malloc() instead of dma_alloc_coherent(),
  and use dma_inv_range() + dma_flush_range()
- add DRIVER_NET_DESIGNWARE_ALTDESCRIPTOR in Kconfig
  (platforms that need it need to use "select")

Patch applies cleanly to master and next.
