The previous sync was Linux 4.20. This updates Kconfig to Linux 5.2-rc4.
I adjusted the top Makefile as well because Linux commit 058507195b53
("kbuild: move ".config not found!" message from Kconfig to Makefile")
moved the .config check from Kconfig to Makefile.
I also made auto.conf a mandatory include file, and remove it from the
prerequisites of other targets. We are safe because Make is immediately
terminated when syncconfig fails to generate auto.conf.
Highlights:
- The parser has no more shift/reduce conflicts
- The lexer was rewritten more simply
- The token lookup table was deleted
- Replace license boilerplates with SPDX
- Compile C files as separate units
- Do not overwrite .config when the content was not changed
- Lots of bug-fixes and cleanups

This doesn't work with out of tree builds, but it looks like it's not the
fault of this series make menuconfig fails with:

scripts/kconfig/parser.tab.c:79:10: fatal error: lkc.h: No such file or directory
As you can see the -I is missing before the "/full/path/..." string.
With this change:
-HOSTCFLAGS_lexer.lex.o := -I $(srctree)/$(src)
-HOSTCFLAGS_parser.tab.o := -I $(srctree)/$(src)
+HOSTCFLAGS_lexer.lex.o := -I$(srctree)/$(src)

it works as expected. I have no idea why this is happening. Could you

My bad - I forgot that the nasty 'addtree' is still remaining in barebox.
It is gone from the latest Linux, but we need treewide Makefile cleanups
to kill it.
I just cherry-picked 48f6e3cf5bc6dd0ee00405342ff310c3b1fedb35
to move forward with a minimal change.

You are right.
Once include/config.h is created, it will never be updated.
Reverting this hunk would work in most cases,
but I think it is strange to use timestamps to determine
whether a symbolic link is re-linked or not.
If include/config.h is a symlink, it will end up with comparing
the timestamps between $(srctree)/$(BOARD)/config.h and
include/config/auto.conf, which is pointless.
I do not know why 'touch -a $@' is needed
when $(srctree)/$(BOARD)/config.h does not exist.

This creates a link named "symlink-config-h" pointing to the boards
config.h.
If I understand correctly then the idea is to always (re-)create the
symlink. For this adding PHONY should be enough, no? At least in my test
it seemed to do what it should.

I forgot to change the rule like follows:
ln -fsn $(srctree)/$(BOARD)/config.h include/config.h

Right. Adding it to PHONY is enough.
Renaming include/config.h -> symlink-config-h is optional.
(My intention was to make it look like a phony target and that's it.)

Ok, thanks. For now I took the easy way out and squashed the adding of
PHONY into the patch.
